Development of a Digital Strategy in the Bernkastel-Wittlich District


bee smart city GmbH, based in Mülheim an der Ruhr, has been awarded the contract to develop a digital strategy for the district of Bernkastel-Wittlich. In collaboration with their partner Detecon International, bee smart city will create a digitalization strategy for the district to advance district-wide digitalization in the coming years and support the goals of district development.

"The aim of the digital strategy is to develop a multi-year plan for district-wide digitalization. It is intended to provide the strategic framework for implementing existing concepts as well as for the development of new initiatives," explains project manager Deborah Mertes from the Bernkastel-Wittlich district administration.

With the digital strategy and additional district development projects, the current challenges such as demographic, economic, social, digital, and climate changes in the district are actively addressed. Enhancing digital skills and implementing smart projects aim to ensure the district remains sustainable and attractive as a place to live and work for residents and businesses.

The strategy development process is carried out in several stages. In the first stage, the current state of digitalization in the district is assessed. All relevant information is gathered, ongoing projects are categorized, existing measures are recorded, and initial recommendations are developed. Based on this assessment, the second stage involves creating a vision with areas of action and specific measures. Subsequently, an implementation plan is devised for execution. In the final stage, the completed strategy is presented, marking the conclusion of the development process but also the beginning of its implementation.

The entire strategy development process is designed to be participatory. Project manager Deborah Mertes explains what this means: "Throughout the strategy development process, not only various administrative levels and companies but also the citizens have the opportunity to contribute," she notes, referring to the overarching title of the Bernkastel-Wittlich project: "Together.Digital."

The development of the digital strategy is funded by the Smarte.Land.Regionen initiative, in which the district of Bernkastel-Wittlich is one of seven selected districts participating nationwide. This initiative is a funding measure by the Federal Ministry of Food and Agriculture (BMEL) as part of the Federal Rural Development Program (BULE).
